Could you explain what does "by virtue of sheer scale" mean here?

It means that any company that wins the right to operate in China, because of the huge size of the country and population, will be in a leading position in the world for that kind of industry.

O'k, I got that. But what "by virtue sheer scale" means exactly? Is that an idiom or something?

'By virtue of' means 'because of', and 'sheer' is used here as an intensifier. So because of the huge size of the available markets in China, the long-term winners will become very strong in the global market.
