Is "To Whom It May Cocerns" a way to begin a formal letter to someone you don't know?
What are other ways of addressing unknow people in a formal letter?

While I have found most of the facilities here satisfactory *thus far*, I wish to lodge a complaint...
*therefore so far*, is that what that means?

Considering the high tuition fess we overseas studnets already *pay*, I feel it is entirely unreasonable to prevent us from seeking more afforadable alternatives when it comes to commuicationg with loved ones at home.
Why is that not "paid", is it because it's a formal letter?

"To Whom It May Concern:" [no "s" there]
"Dear Sir or Madam:"
"Ladies and Gentlemen:"

"Thus far" means "up to this time." While "thus" can sometimes be substituted for "therefore," it cannot in this case. "Thus" also can mean "in this way." "Thus have we come to the brink of war."

It is talking about the general condition, that students pay high fees, not just a single instance where students paid high fees.

Yes, a comma is needed.

I think with the comma is better.
