I got stuck in the following choice:
My parents had to ________ all the money they had to buy the house in which we are now living.
A. use B. spend C. cost D. pay
Answer C is the only answer that i am sure is wrong. But I could sort out the difference between the rest. Please help me out.

Well, I think both use and spend are possible answers. Normally we don't use the word money with pay because it is self-evident.
