36 percent of people are going to go over overall body check.

is it correct to use are here?

what if the people is replaced by an uncountable noun such as paper? is or are in that case?

Yes, the noun is people which is plural, so it's are. You can even say 'one in three people are going' because the verb is based on people being plural. The same rule applies for paper - it's uncountable so you use the singular form is.

By the way, your first sentence doesn't exactly make sense - are you saying that these people are going to be examined all over to check their health? If so it would be better to say '36 percent of people are going to go for an overall body check' or 'for a full body checkup'.
