Hi,

A. Who do you suggest B. Who do you suggest that should
I think both of them are correct; B seems to be British English. Do you agree?

2. They will arrest __________ is the organizer of the riot.
A. whom B. whomever C. what D. whoever
I think the answer is D. Am I right?

3. All the books are here. You may borrow __________ you like.
A. which B. that C. what D. whichever
I think A, C and D are all correct. Do you agree?

4. Can you make sure __________________?
A. that he will come here today? B. when he will come here today?
I think both of them are correct. Am I right?

1-- No, I don't agree. In B, that is incorrect. A correct version would read: 'who do you suggest should...'

2-- Yes.

3-- No. Only D is correct.

4-- A is obviously correct; B may be, but I think it requires an of: make sure of when.... When introduces an adverbial clause; that introduces a nominal clause.
