| I think that "His effort is worth it" is natural. But, Can I just say "His effort is worth" in order to mean "His effort is worth doing" ? |

No. Something always has to be worth something, even if it's only "worth it."
Some ESL learners use "worth" the same as "deserve," but that's incorrect. "Worth" always needs a form of to be.
OK: "His effort deserves a medal."
Not OK: "His effort worths a medal."
