Both sentences are wrong.

Try: What type of question is this?
This is a direct question, and the subject follows the verb.

Try: what type of question this is
This is an indirect question, and the verb follows the subject. Indirect questions can be used as a noun in a sentence like: Tell me what type of question this is.
