Did you say when you are going to France?
Are both questions correct and do they have the same meaning?

The two sentences are subtly different. In the first sentence

When did you say you would be going to France? |
the speaker has forgotten when the person going to France and is asking her to remind him.
In the second sentence
Quote: |
Did you say when you are going to France? |
the speaker is asking the person going to France whether she told him when she was going, or not.
You could probably use them interchangeably and not run into trouble, but they are different.
