A proposition related to a mechanism concerning management of scientific capital towards innovation originated from the interaction between a scientific research group of Bioengineering and polymer industries located at the State of Rio de Janeiro
could it be "proposal of a mechanism for management of" _________________ Stormy Weather.

I would revise the title as follows. However, some of the revisions may not reflect what is actually in the paper / speech, which of course is what determines what the title should be. Also, I put in initial capitals, as is customary for titles. Hope this helps:
A Proposal for the Management of Scientific Capital Toward Innovation Originating from the Collaboration of a Scientific Research Group from the Bioengineering and Polymer Industries in the State of Rio de Janeiro _________________ You live a new life for every new language you speak. -Czech proverb |

Oh, yeah, the idea is a little bit different. . . (1) First of all, we have to use the word "mechanism" in the title, since the core of the project is the conception of this interaction mechanism.
(2) By the way, is interaction an appropriate word in this case? Is there a common word to allude to the relationship between Industry and Academy?
(3) The collaboration/interaction is between a Scientific Research Group from the Bioengineering area X Polymer Industries. May be I got that wrong, but the phrase you suggested didn't seem to convey this idea.

Sorry I got rid of the main word! To me it seemed "the management of scientific capital" must involve "the mechanism concerning the management of scientific capital."

Interaction is fine. I think "collaboration between industry / business and academia" says it better, if I get the drift of your project at all.

Yes, sorry, I misunderstood.
