(1) "So much for today" means, "That is enough for today."
(2) "He arrived late again. So much for good intentions!" It's hard to express the meaning briefly, but "so much for X" in such sentences expresses the speaker's negative attitude toward the person and his / her actions, intentions, etc.
In your sentence, he is always late; he said he would do better; he promised to get a new alarm clock and wake up earlier, and maybe he really meant it. But his good intentions made no difference at all.
(3) "He arrived late again - So much for his punctuality." This is not a good use of the "so much for X" construction. It would work better if you said, "So much for his boasts about punctuality."
