What is correct among the above examples? Can you tell me why?

Incorrect, if it is a stand-alone sentence because the definite article the is not normally used in existential (there + be) constructions.

Correct, if the sentence provides additional information to what has been previously mentioned.

Correct with the indefinite article a.

Quote:

3)There are times when we have to stand up for our rights

.
Correct with the plural noun times.
