"He was bought a bike" means "Someone bought a bike for him," and though it would be understood, it would not be said that way by many people.
If you mean that someone else bought him a bike, you can say, "His dad bought him a bike," or something like that.
If you meant that he bought the bike, then it is "He bought a bike."
"It is half(twice) cheaper than mine" is not natural. If it cost half as much as your bike cost, then you can say:
"It cost half as much as mine / half what mine cost."
