Hello,
What's the difference between these two terms?
If we are talking about a small company that is subcontracted to print documents (leaflets, handouts, books), which term do we use to refer to this type of company?

Yes, I would call the latter a printing house; publishers normally choose the works they wish to issue and do a lot of editing, product advertising, etc.
