1. Yes, that is what it means. The expression is "take leave of one's senses," in the plural. It just means to be separated from one's good sense, sanity, or level-headedness.

2. The expression is "to hightail it" or "to hightail it out of" somewhere. When prey run away from predators -- the rabbit running from the coyote, the antelope running from the lion -- they usually do so with their tails in the air. They are hightailing it. So whenever someone makes a hasty exit, you can say he or she hightailed it out of there. It's especially apt when talking about criminals running away from the police, etc.
