2) Is correct. In this case 'runs off' means 'flows off the surface', probably into the surrounding ocean. 'Run off' can also mean 'run away' (escape, like when a kid is in trouble and runs away to avoid punishment), and it's possible for someone to make something run away - if a neighbour's cat is chasing birds in your garden, you can run it off (chase it off) your land. This is what the phrase in 1) really means. |
