Well, we really need a little more context to make a more accurate prediction. But I have heard that statement before and yes
"Starting to make a name for myself" could possibly mean to become famous in the future |

Yes, anyone who makes a name for himself / herself becomes known for some achievement. If I am starting to make a name for myself as a singer, people are getting to know my name, and I am starting to become famous for my singing.
