George W. Bush is president of the United States. He has trouble speaking English properly. He often makes mistakes in grammar, diction, and pronunciation.
One word that "George W." or "W." has consistent trouble with is "nuclear," as in "nuclear weapons." He pronounces it "nucular."
I'm willing to bet that some of his smart advisors have told him that his mispronuciation of this important word makes him look like a buffoon -- and he probably could guess it anyway, since comedians regularly make fun of his mangling of English -- but it makes no difference.
The president, it seems, is incapable of learning or changing. So he continues saying "nucular" and continues pushing a war that most people think should not have been started and should be ended. Hence the cartoon.
