She was a tramp who gave the eye to everyone she saw in the village.

Is this sentence correct?

Yes. A tramp is a loose woman, one who is not very choosy about the men she sleeps with. She "gives the eye" to all the men, meaning she looks at them in a bold, inviting way, encouraging them to approach her.
