1. Yes, babbling usually means talking nonsense or at least saying things that you don't understand. It comes from the Tower of Babel, where people could not understand each other because they all spoke different languages. Your neighbor's eloquent speech is your babbling if you don't understand his language.
2. The most common expression is "my source dried up," but you could say that your source went silent / quit delivering / stopped cooperating / is no longer helping, etc. _________________ You live a new life for every new language you speak. -Czech proverb |

To my understanding, the things that could go *silent* are sounds.
Could you explain more, is it figure of speech?
