I would be very happy if you give your opinions on this question

A) that B) which C)who D)where E) to which
I think the answer is A because it is not a "non-defining" one but the answer key of the book says the answer is B

Please remember that the relative pronoun that is used only in defining relative clauses. The comma after west tells you that what follows is a non-defining relative clause. The relative pronoun which should be used. _________________ Mary W. Ng
