title: in India , red tape hinders efforts to wrangle stray cattle

and below is the Q

''At first , the streets were crowded with would-be wranglers enticed by the lure of easy money. But what has happened since highlghts the bureaucracy of the India government and the dificulty of getting the cattle off the streets.''

1. what does the word "would-be wranglers "means

2. the word 'since 'seems to have a special definition.Not means "from a certain time" or "becauce".What does it mean?

.
would-be = desiring or professing to be; vainly pretending to be; as, a would-be poet.

wrangler = a cowboy who handles the livestock

since = after that time
.
