grammar - clean or cleaned?

I don't know why we should use 'cleaned ' this sentence.

They believed that it was good for people to be cleaned.

Is it wrong if I use 'to be clean'?

The idea is not clear. However, to be clean sounds better.

If you say, "They believed that it was good for people to be clean." it means they want the people to take showers, wash their hair, etc., and be clean, not dirty.

If you say, "They believed that it was good for people to be cleaned." it sounds very strange. It sounds like you are going to take the people somewhere and have someone else clean them. It would be like taking your clothes to the cleaner to be cleaned. (passive voice)
