I know that #1 is right. Then, which is correct when I express the past tense of #1, #2 or #3?

| Generally that phrase is used with present. For the past, both #2 and #3 seem to be correct. |

If I use 'It was time we won in the morning on November 4th 1999.', is that wrong because I use it as the past tense?
Please give me the answer! |
