Dear teachers,
Would you please tell me:
1) "During the interview" is 'during' a preposition ?
2) whether he goes or stays is not for me to decide.
�the present certainly sounds better than the future or is required, where it relates to non-temporal conditions.� Is that true?

Yes, "during" is a preposition like "before" and "after."

Yes. "Whether he goes or stays" is a neutral non-temporal condition which is best described in the present. Using the future would sound too committal.
