to attend to something means to pay attention to something or to start working on something. In the sentence above, that verb is used in the passive voice, and the person or people doing the action has been left out.

This is a sentence that might describe a big event, like a wedding or moving to a new city.
Practical details are details which are important but probably not very interesting. For example, if you are moving you must be sure to tell the postal service about your change of address.
All at once means that all the actions or events happen at the same time. In this sentence you can imagine that there are many actions that need to take place at the same time. If it is about a wedding, there are guests to invite, there is food to prepare and a hall to decorate, and so on!
