Are they correct?

Jane maybe not stay at the hotel is not quite correct. Try instead

Jane may not stay at the hotel.
Jane maybe will not (or won't) stay at the hotel.
The others are correct.

Would you elaborate a little bit more?

Is "maybe" an adverb or modal in the sentence?

Maybe is an adverb. You could substitute, possibly, or perhaps
You could also try, Jane may not be staying at the hotel.
but here may is an auxiliary verb.
