#2 is the way dates are written in the US, except with spaces:

July 23, 2003

#1 is how they write dates in Britain, I think, perhaps with modifications.

In Britain the modern way is to write July 23, 2003, though some people even put 23 July, 2003.

It is considered old-fashioned to write 23rd July or 21st November, though many people still do and it is still widely accepted. However, do not worry yourself about writing the date either way. No one will really care.

Remember that July 23 is pronounced July twenty-third, or July the twenty third if you prefer.

But also remember that 2/14/2003 means the fourteenth of February in the USA but in Britain they would write 14/2/2003 for the same date. The second figure is the month in Britain

It gets confusing to guess what 2/4/2003 means. Does it mean February 4, or April 2? It depends whether the letter is written by an American or Brit.
