context: But radio and TV station ownership is by definition regulated � these are the public airwaves and there are only so many channels available in a community. The only question is on whose behalf will Washington make the rules: major media companies or the public?
1)Does "these" refer to "radio and TV station" or " the radio and TV station ownership "?
2)What does "airwaves " mean?
3)Does "only so many channels " indicate "there are too many channels " or "there are not enough channels "? |

I think it refers to the radio and TV stations.

radio and TV broadcasts

It means that the quantity is limited. |

I think "these" refers to the airwaves - these airwaves, the ones we are discussing. And technically, the airwaves are the different frequencies of radio waves which carry the broadcasts. |
