1.Hamburgers and cookies are Popeye's Favorite food.
2.Popeye's favorite food is hamburgers and cookies.
Q1:Is the verb, is, in No. 2 right?
Q2:Why is it different: No1. uses are and no.2 uses is?

The verb usually follows the subject In declarative sentences. The verb must agree with the subject in number.

Here the subject is hamburgers and cookies (a plural compound subject with subject parts joined by and). The plural verb are agrees with the plural subject in number.

2.Popeye's favorite food is hamburgers and cookies. |
