Which is the correct word order?

1. the sweetest three words in the English language

or

2. the three sweetest words in the English language

Depends on what you want to say.

If you say "the three sweetest words," you mean that if all the words were ranked on sweetness, the top three would be these words.

If you say "the sweetest three words," you mean that of all three-word combinations, this is the sweetest one.

The three sweetest words might be "silky," "velvet," and "lovely."

The sweetest three words might be "I love you" or "It's a boy!" or "Here's your money," depending on your personality.
