What does the above example mean?
I guess that it means that the police forbade people's suicide.
But I'm not sure.

It means that the police have eliminated suicide as the cause of death.

When you draw a line through a line of text, with or without a ruler to make the line straight, you are ruling it out. Whenever you eliminate something, you can say that you rule it out.
