#2 and #4 are more correct, because they are more exclamatory than inquisitive (They are not really questions).

They are questions, therefore the question mark.
#1 and #3.
But, since #4 is more like a comment and not a true question,
maybe you'd be allowed to put an exclamation mark optionally. I'm not sure.
