Are both in the parentheses in the following sentence correct?

You are preparing to vote on ( that / whether ) all citizens must provide blood samples to the police department. |

| You can also say "you are preparing to vote that all citizens must provide blood samples to the police department", without the on, but this states that you are specifically voting in favour of citizens providing blood samples. |
