when to infinitives are paired with modals, how do to infinitives function?

ought + to go home
have + to stay home

aren't they part of the verb phrase? if they are, are they still considered to infinitive?

I + have to + go

Are you sure? Yes, I must. Yes, I have to.

"have to" is similar to "must" and they are both followed by the infinitive without "to"

I + should + go
I + ought to + go

Are you sure? Yes, I should. Yes, I ought to.

"ought to" is similar to "should" and they are both followed by the infinitive without "to"
