"Science is committed to the universal. A sign of this is that the more successful a science become,the broader the agreement about its basic concepts. " What's the meaning of "commit" in the first sentence.?(I know "be commited to" means "determine to do something" sometimes,but here it doesn't mean that obviously.)

Yes, I think it does have that meaning, generally.
bound or obligated, as under a pledge to a particular cause, action, or attitude; "committed church members"; "a committed Marxist"
pledged to do, or to support, something
Ex: He was committed to looking after his uncle; He is a committed socialist.
The idea is that the inherent nature of scientific investigation is that it looks for universal truths; the philosophy of science is that truth is general in its application.
