When someone asks if something smells, it implies 'bad smell', right? And when someone says something smells, again it implies 'unpleasant smell', doesn't it?

Yes, exactly. And when someone says that something doesn't pass the smell test, it means that something smells bad, or would if anyone took a whiff.
