Do the following two sentences mean same?
a) I have to go.
b) I have got to go.

Have to go and have got to go mean the same thing.

Have + got, in the affirmative, followed by a verb to express obligation is normally expressed as a contraction.

I've got to go.
I don't have to go.
Have you got to go?
