I think it is correct to say you never know because

never always + V. 1

is that correct?

However, why I saw sometime people said never + V.2 (Never knew)

Which one is correct and what are the difference of those?

Or Am I misunderstand something?

They both are correct.

I never know if he is lying or telling the truth. (present tense and refers to an ongoing situation.

I never knew if he was lying or telling the truth. (past tense and situation)

"never know" is also used for sentences like, You should save some money every month because you never know when you might need some extra cash.
