"It is natural for her to say so."
Does this sentence mean
It is natural that she said so.?
or
she hasn't said so yet? |

It depends on what goes before that sentence.
A: I heard Mary complaining about the school teachers.
B: Is it natural for her to say so? (She said it.)
C: I think Mary will complain about the school teachers.
D: Is it natural for her to say so? (She hasn't said it.)
But looking at "to say so", it means she hasn't said it. |

I would call it 'timeless', Sara. It is true irrespective of past, present or future-- according to the speaker, it is natural at any time. Compare: It is common for ducks to breed on the Canadian prairies.
