Hi, teachers

What does "risk mandate" mean in the below sentence?

"XYZ would continue to have a lower-risk mandate to invest in instruments such as U.S. and European government bonds."

In this case, a "risk mandate" is a set of guidelines (rules, directives) set up by the management to reduce the risks of losing money.
