1 Energy in China can be funneled into the *excesses* of Red Guards or ...
behavior or activity that goes beyond what is socially or morally acceptable, or beyond what is good for somebody's health or well-being

2 Normally, I see the word positively as extra and surplas. I am not used to see it in a negative way.
Could someone elaborate?


3 He said "thank you" in a joking *manner*.
Is that a common way to say in a *way*?

4 capricious = tending to make sudden unexpected changes
Is that commonly used to describe people's personality as *ever changing*?

5 The revolution has brought wealth, corruption, and opportunity in equal *measure* to the world's most populous nation.

Relative size, in this case?

The writer is referring to youth as energy. See original article.

"Excess" means an amount that is more than normal. Yes, excess can a negative thing, like:

Drinking to an excess. Excessive drinking/eating/spending....
