What does the following sentence mean: He was killed at high noon in Phoenix.

Saying 'high noon' instead of 'noon' adds a bit of drama. Sometimes it also implies an exactness - 'exactly as the clock struck 12:00.' I don't think I have ever heard this except in movies, always in the context of a battle.
