From the context of this article, it seems to mean large corporations aren't cleaning up their own mess (accounting, business ethics, etc...), allowing corporate raiders (vultures) to come in and fix the problems.
A person cannot or unwilling to fix a problem by himself, requiring another person to fix it. |
