"It is on foreign policy that the government is most vulnerable."

Yes, it is correct. You can improve it by rearranging it:

The government is most vulnerable on foreign policy.

If you're writing a formal term paper and want to begin a sentence with "It is" or "There is" and cannot answer the question "What is?" or "Where is?", then the sentence should be rearranged.

In this case, the sentence that begins with "It is on foreign policy" doesn't tell us "what is" on foreign policy.

The cat is fat. It is walking slowly. (OK. What is walking slowly? The cat is.)

It is very important to study English. (What is very important? Don't know? Rearrange the sentence.)

To study English is very important. (Better)

It is OK and very common to begin a sentence with "It is" or "There is" in everyday writing and conversation. It is not wrong to begin a sentence with "It is" or "There is." In formal writing, there is always room for improvement.
