What's the meaning of "so to say"?

If you mean it as an alternative to "so to speak," and a less-often heard alternative at that:

We use "so to speak" as a way of telling the listener that we are using an expression in a way to convey something, perhaps without using the best choice of words. It more or less means, "I'll use that expression so that I can keep talking without having to search for just the right words."

"At first she called him the wind beneath her wings, but lately he's more like the ice, so to speak."

I could be wrong, but I think "so to say" is more likely to come from a British speaker than an American one.
