What does the bold text mean? Especially, I cannot understand 'offset' and 'slew sheep'.
Can you help me to understand it?

Well, the original text is a mess, Chan-seung, but offset means that the pairs of markers are not all in a straight line-- the dog must weave ('slew') the sheep back and forth in passing through the 3 pairs. Slew means 'turn sharply; change direction abruptly'.
