Arbitration is different from amicable consultation and litigation in that dispute is voluntarily submitted to a third party for arbitration while consultation is carried out between buyer and seller directly vis-a-vis without the intervention of a third party , the litigation is brought against the defendant by the claimant without privious mutual agreement .
How to understand this sentence .
I am looking forward to you kind help, friend . Question Very Happy

This paragraph discusses the difference between three methods of dispute resolution.

It says that Arbitration differs from the other two methods in that the dispute (disagreement about something) is voluntarily submitted to a third person ( an arbitrator) who will give his or her opinion as to what would be the fairest way to settle the dispute. Sometimes it is agreed, ahead of time, that the resolution suggested by the arbitrator will be binding on both parties; sometimes it is not.

Amicable consultation means that if I have a dispute with you, we agree on friendly terms that we will sit down together and see if we cannot resolve the dispute ourselves. ( The example given is a dispute between a buyer and a seller.)

Litigation is the resolution of the dispute by means of the legal system in court.
If I have a dispute with you I would hire a lawyer to sue you for the amount of money I think you owe me and a judge would decide whether or not my action had any merit. This is, or should be, the last resort as it is the most expensive option.
