And also I'd like to know the meaning of 'tout'.

Touting refers to bragging or boasting, I believe. It's a way of explaining, but in a showy sort of way. Good question!

In this case it means to attempt to persuade people of the merits of something.
Lucrative contracts with US business, for example.
