It's ten past three.
Past means going over, often used as an adverb, while pass may be only used as a noun or verb, meaning going over or through.
Eg: I dashed past him and out of the door.
As she passed the library door, the phone began to ring.
Here between two numbers following the verb be, only an adverb can be used.
