1. There has been a dramatic growth in electrical engeneering.
2. There has been the dramatic growth in electrical engeneering
3. There has been dramatic growth in electrical engeneering?

Hi Organica,
#1 and #3 are ok and have approximately the same meaning. #2 is awkward.
btw - the spelling is "engineering."
A slightly better sentence might be:
Recently, there has been dramatic growth in the field of electrical engineering.
